Consent to Establish (CTE) – MPCB
Required before initiating construction or installation of any equipment.

- Submit application via MPCB online portal with technical annexures

- Follow through till issuance of CTE
Consent to Operate (CTO) – MPCB
Necessary before commercial production or utility operations begin.
- Align unit activity with Red/Orange/Green category classification
- Submit air, water, noise, and hazardous waste data for review
- Coordinate on-ground MPCB testing and verification
- Secure CTO with operational validity
Environment Clearance (EC) – SEIAA / MoEFCC
Mandatory for Category A and B projects under EIA Notification, 2006.
- Prepare project-specific EIA/EMP reports with certified consultants
- Submit Form 1/Form 1A and conduct public hearing (if applicable)
- Liaise with SEAC, SEIAA, or MoEFCC for expert appraisal
- Track and expedite EC approval across departments
Hazardous Waste & Bio-Waste Compliance
Industries generating e-waste, chemical waste, or bio-waste must obtain additional permissions.
- Apply for Hazardous Waste Authorization with MPCB
- Set up manifest tracking systems and disposal tie-ups
- Assist in documentation for annual return and audit filing
- Liaise with disposal agencies, TSDFs, and common facility operators
